Cos edition might change in few years, there is no additional effect now and there could be in the future.

Having played a couple of games with the hobs only, I find the following:

The above is true, there is no reason not to take OGs and BGs as special, nor for that matter, any of the daemonic engines.
Hob characters are weak, but they are not restricted in v4 anymore than normal characters in magic item allowance. There is a dearth of magic items that seem appropriate to hob characters which when combined with their normal equipment allowance makes them anything close to powerful. (no chaos armor, no heavy armor, etc; most weapons means no magic armor because of point costs).

If you want to make an all hobgoblin army, then simply insert the rule that all slave lord, daemonic engine, and constructs count as rare.

If you want to throw a bone, then make hobs immune to fleeing rabble or increase the leadership of characters by +1.
