Commisar in Armored Company (?)

I need help interpreting this:

In the Armor Company HQ section, it states that "any Commisars will ride into battle in one of the following vehicles... [Russ Variants]"

So if the command vehicle were a Russ variant, a Commisar would not be able to willfully exit the vehicle, because it has no access point. Fair enough.

But what if the Command Vehicle were a Chimera? (Siege Regiment Doctrine). Could a Commisar be purchased, and ride into battle in the Command Chimera?

(Why did GW mention Commisars at all in the AC list?)

why are they mentioned? probably to sell more minis, haha. I dont see how a comisar would be effective in a tank though. "driver your not goign fast enough ~blam~.." now the tank cant move...

i dont know the AC'd make sense for the commi to ride in a that means he probably cant (yay backwards logic)

That's the full line of text. What it's saying is that AC HQ choices will either have the company commander in it or a commisar. You may have exactly 1 company commander tank and that tank gets improved comms for free. The other HQ tanks have commisars in them and get no bonus.

Aside from that, it's just a modelling opportunity.
